The short answer is no. Although RPi4 has the same physical PCB dimensions as previous Raspberry Pi devices, there have been a number of significant changes to both the architecture of the board and locations of interfaces including; a relocation of the ethernet port, the addition of 2 USB 3.0 ports and the addition of 2 x micro-HDMI ports.
Due to these changes, unlike previous releases of the Raspberry Pi, it is not possible to swap out the board in our earlier device models that support Raspberry Pi up to version 3B+ for the Raspberry Pi 4 so there will not be an upgrade kit, unfortunately. Any modification of the pi-top [3] to try to install a RPi4 will void your warranty.

You can use a Pi4 in a CEED, though you will need to buy the HDMI cable. You can get away without a USB-C Cable as the Pi can get power from the 40 pin connector.
